INTRODUCTION TO THE FUND
The National Fund for Paid Leave and Bad Weather Unemployment for the Sectors of Construction, Public Works and Hydraulics, abbreviated CACOBATH, was established by Decree No. 97-45 dated 26 Ramadan 1417 H, corresponding to 4 February 1997. It enjoys legal personality and financial autonomy.
This Fund was created in response to the need to organize and manage paid leave and unemployment due to adverse weather conditions in the construction, public works and hydraulics sectors.
The Fund is under the supervision of the Ministry of Labour, Employment and Social Security. It is administered by a Board of Directors and managed by a Director General.
The Fund carries out several missions, and among the main missions, pursuant to Executive Decree No. 45-97 dated 4 February 1997, are the following:
• It manages paid leave and unemployment due to bad weather for the benefit of workers in the construction, public works and hydraulics sectors;
• It informs beneficiaries and their employers;
• It collects contributions in accordance with the legislation and regulations in force.
